Rebuilding Chicago’s Corridors, One Small Business at a Time

Across many parts of Chicago, vibrant commercial corridors are key contributors to neighborhood vitality, providing jobs, essential goods and services, and places where communities gather. Yet many business districts in historically underinvested communities continue to face barriers to growth and long-term stability. In June, The Chicago Community Trust supported organizations working in these neighborhoods to strengthen local economies, support small businesses, and build economic resilience.

The need for this work is particularly evident in neighborhoods such as Pilsen, Back of the Yards, East Side, and Cicero, where many residents are Latine. Mastercard data shows that consumer spending in these communities has historically lagged behind other parts of the region, reflecting longstanding economic disparities. Early 2026 data, however, showed an encouraging increase in spending over the same period last year, including at restaurants, entertainment venues, and specialty retailers. While the gap has not yet closed, the trend suggests these neighborhood economies are beginning to build momentum.

The Trust’s grants are designed to build on that momentum by combining financial assistance and technical support for small business with community-driven engagement efforts, such as neighborhood events and resident-led public space beautification projects. With funding for the Illinois Hispanic Chamber of Commerce Foundation, the Puerto Rican Cultural Center and the North River Commission, the Trust is supporting efforts that strengthen community-anchored businesses as economic engines in their neighborhoods, helping build a more financially stable and connected community.

The Illinois Hispanic Chamber of Commerce Foundation

The Illinois Hispanic Chamber of Commerce Foundation’s (IHCC Foundation) Resilient Communities Initiative provides direct support to rebuild customer traffic and awareness for community anchored small businesses. The Foundation will distribute $5,000 microgrants to at least 52 businesses, helping cover essentials like rent, payroll and inventory. The Foundation is also organizing “shop local” events to bring customers back into impacted corridors, while also launching a digital storytelling effort to highlight business owners and attract new audiences. Together, these efforts aim to restore both stability and visibility, ensuring businesses can reconnect with their communities.

Puerto Rican Cultural Center

The Puerto Rican Cultural Center’s Puerto Rico Town / Barrio Borikén Commercial Corridor Stabilization Project focuses on revitalizing a historic commercial district while supporting local entrepreneurs. The organization will provide technical assistance, marketing support, and business planning guidance to small businesses, while also hosting events that draw residents and visitors back to the area. A key part of this effort is the use of its local “mercados,” or business incubator spaces, where entrepreneurs can access subsidized retail space and equipment, which is critical support for those working toward establishing permanent storefronts. The Cultural Center expects to support approximately 40 small businesses and create new pathways for entrepreneurs to grow within their own community.

North River Commission

The North River Commission’s Activate Albany Park: Corridor Stabilization & Activation Program initiative combines financial assistance with hands-on support to help businesses invest in their operations and attract more customers. The program provides microgrants from 10 to 15 businesses, helping them complete improvement projects and access programs to assist with façade upgrades and outdoor dining enhancements. In addition, the organization coordinates community-centered engagement efforts designed to increase foot traffic and encourage local engagement.
